West Kent Members' Newsletter June 2014

I am conscious that with one office serving five Associations, disseminating information and keeping our members informed will be more important than ever. Experience from elsewhere has shown that, unless great care is taken to keep people involved, members can feel isolated - especially if they are in the constituency which is furthest away.

Here is our first "West Kent Members' Newsletter" which has gone out to 1400 members and activists by email today.  We are deliberately not making it monthly or quarterly, as too often you end up sending these things out because "it's that time again" when there is nothing of note worth saying. They then become formulaic and uninteresting.

Private matters and public life

Regular readers will know that I am no fan of Kent's PPC (sorry, let's start that again shall we) Police and Crime Commissioner, Ann Barnes. 

I am opposed to her for a whole host of reasons:
  • The duplicitous language in the period leading to her announcement as a candidate - condemning the legislation and the creation of PCCs even after she had secretly registered her own campaign website.
  • Her Lib Dem backed campaign, run by one of Kent's leading Lib Dem activists, whilst proclaiming her disdain for party politics.
  • The sanctimonious nature of her campaign leaflets and speeches, attacking "well funded political parties" whilst spending almost £100,000 on her own campaign.
  • The appalling appointment of her two Campaign Managers as her "advisers" each on publicly funded salaries of £6,000 per month, whilst complaining about lack of resources and seeking to increase taxes by 3x the rate of inflation.
  • Her gross ineptitude, displayed in glorious technicolour on our TV screens last week. Everything from the Onion to Ann Force 1. Cringe-worthy, patronising, fatuous tokenism which brings not only her own position and authority into disrepute, but also affect the morale and standing of Kent Police. 

There are plenty of real and valid reasons to oppose Mrs Barnes and what she stands for. 

Like the 'Priscilla Queen of the Desert' Camper Van, the Asda Walkabouts and her inability to explain what she actually does, her decision (and I stress her decision, there is no statutory requirement for this post and I know many senior people advised her not to do it) to appoint a Youth Police Commissioner must rank among the worst examples of her approach. 

After the disaster surrounding her first attempt to appoint a Youth Police Commissioner (well documented here and elsewhere) most people would have taken the opportunity to revisit the idea and beat a diplomatic retreat. But no - not Mrs Barnes.  People say when you fall off a horse or a bicycle the best thing to do is get straight back on and ride again. Mrs Barnes takes a different approach. Having stuck her fingers into the fire and got them burnt, she then sticks them in again just to see if the embers are still as hot as last time.  She deserves to get burnt fingers. 

The latest catastrophe, reported all over the press and social media, is her replacement Youth Commissioner has also been suspended. Allegedly she is having an affair with a (ahem) former Tory Councillor who is 30 years older and married. I will declare an interest, I know him well - for the 2008 election I was his agent. 

But this is where I take a more liberal view than many commentators. 

If a 20 year old woman is having an affair with a 50 year old married man, that really is none of our business. She's not underage. There's no evidence or suggestion of coercion.  It actually does not effect her ability to do her job. The only people involved are those having the affair and their families; and it's a private matter which they need to sort out between themselves. Of course, if he provided her with a reference and failed to disclose his friendship/relationship that's another matter. 

There are dozens of real and valid reasons why Ann Barnes should resign - and I hope she does. if not, the Kent Police and Crime Panel should pass a vote of no confidence when they meet tomorrow.  But she should go because of her incompetence and ineptitude of which this is just another sad example.

Who is this mystery man from Haltemprice and Howden? And what does he want?

Update - it's Conservative Grassroots!

The sender has replied and confirmed he was emailing on behalf of Conservative Grassroots (as I suspected when I first read it). Interestingly, he also confirmed that he never tried to phone or email our office.
 

"First, be assured that West Kent was not in my original sample, and I am sure your information is up to date. I have not written to, or rung West Kent."

So, when he wrote to our local MPs, using their staff for his own lobbying interests, and said

"In order to do this I have tried telephoning the local offices, but then found numbers have been incorrect and messages to ring me are often left unanswered. Therefore I need some assistance, urgently."
...this wasn't strictly accurate. Some might actually say it was an untruth.

I will leave my readers to consider if emailing MPs staff, implying the local Association has not responded to emails or returned his calls when those emails and callls were never sent or made, then asking for private contact details on that basis, is an honest or straightforward basis to conduct business.

If Conservative Grassroots are actually as representative of the rank and file as they claim to be, surely they should be able to compile a list of Association Chairmen from their own internal contacts without needing to harrass MPs under false pretences?

There is certainly nothing clandestine concerning the request for information.

First, be assured that West Kent was not in my original sample, and I am sure your information is up to date. I have not written to, or rung West Kent.  Secondly, I am a part of Grassroots, and joined because of the grave threat to our constitution and way of life should Labour be returned.  The aim of Grassroots is twofold. To win back loyal supporters who have resigned and joined UKIP, or are undecided, and to encourage local chairmen, many of whom  feel left "out of the loop" by CCHQ.

It certainly is not to bring division within the party, which would be suicidal, but there are policy issues that have to be faced well before the election, with specific underlying issues affecting individuals, families  and employment, such as uncontrolled immigration and the role of the European Union. 

Grassroots is fully compliant with Data Protection legislation. I trust this reply is satisfactory as this is a legitimate request from within the Party, but if you wish for further information, do please ask.  The information I need is: Name of the current Chairman, direct email and a contact phone number.

In order to do this I have tried telephoning the local offices, but then found numbers have been incorrect and messages to ring me are often left unanswered. The information required is the name of the current (xxxx) Association Chairman, and his or her direct contact details (email, phone and mobile).  Please, could someone from your office try to find this out and email me back? I hope I am not a nuisance, but it is so important to retrieve up to date information.

Always suspicious of such emails, I sent the gentleman the following reply
Dear Mr Xxxx
A number of local MPs have forwarded your email to them asking for the contact details of our local Association Chairmen.
I am concerned to read that you have been trying to contact every local office and your phone
calls and emails have not received a reply. All five West Kent Associations are based at this office where we have a full time staff of three people. We log every call and email and I can assure you no calls or emails have been received, nor any answerphone messages left in your name. Perhaps you could kindly advise me which phone numbers and email addresses you have been using, as I fear these may be listed incorrectly somewhere.  

I would be grateful if you would advise why you are compiling a list of Chairmen and requesting their private phone numbers and email addresses. Not only are there data protection issues with this, but our senior officers receive a great deal of unwanted lobbying and unsolicited correspondence from groups and organisations, many of which are not helpful or welcome. If you could advise why you want this information and what you will do with it, I will ask our five local Chairmen if they are happy for you to have this information and act on their instruction. Alternatively, you are welcome to use this email address and I will forward your messages to them.

It's worth noting that he signs his email as "Councillor" with his Association name beneath, which might give the casual reader the impression that he is acting in some official capacity on behalf of that Association.  The lady in the H&H Association office has assured me that this is not the case, and that the correspondent is not a district or county councillor (although I have found someone of that name on a local Parish council!)
I do think it is poor form for someone to contact Members of Parliament on a spurious basis (ie your constituency office has not replied to my calls) and seeking personal data without explaining who he is or in what capacity he is requesting it, or what he will do with it.
If and when I receive a reply, I will post it on my blog.

When the Empress of Kent met the Queen of Eastbourne

West Kent Towers had a day out today, to Eastbourne.

Actually, it wasn't quite Eastbourne - we didn't see the sea. It was to a town called Willingdon. Our rendezvous was a dusty car park of a pub called The British Queen where we were to meet the doyen of South Downs, Tom Liddiard. Mr Liddiard was waiting for us upon arrival and let out a shriek of welcome which sounded like Dame Edna doing an impersonation of Christopher Biggins. Which strangely is not dissimilar to how he looks.  Jon Botten and Matt Boughton looked understandably nervous.

We were there to organise the finer details of the West Kent charabanc, which will be descending on these parts next Saturday for a 40:40 campaign day. Shall we go for a cup of tea, suggested Dame Edna, pointing towards the village cafe. As we walked towards it I noticed people staring at me with a look of suspicion. Not just the odd glance - but full on gawping, which didn't abate when eyes met. Even Jon Botten noticed the staring.  At the cafe the entire clientele stopped chatting and turned to stare. I expected Edward and Tubbs to appear and shout this is a local shop...  "Why are they all staring at me, Tom", I asked - feeling slightly more anxious and insecure than I ought to. "I suspect it's your turquoise trousers - they probably think you're a property developer from London."  I thought this was quite a precise observation, but it did explain the air of hostility.

I am pleased to say the cafe was full, which was quite a relief as I suspect my turquoise trews would have put them off their Battenberg, so we made out way back the The British Queen. Directly through the door there appeared to be a pile of recently washed undergarments piled-up on the billiard table - which struck me as odd, particularly for East Sussex. As we entered silence fell as the regulars put down their drinks and stared. We made our way to a quite corner to chat, only to be told, "you'll need to be quick, this corner's reserved for a wake."  We hurriedly went through the plans as a black clad waitress made her way in and out with tea cups and plates of ham sandwiches. "You'll need to leave this section now, the grieving are about to arrive."

I asked to see Saturday's drop off point, which was a 10 minute walk. As we made our way we were shown the public lavatories, which people could use "if they were still functioning."  I wasn't sure if Tom was referring to our members or the loos.  Apparently the block had been purchased by the Parish Council for a new office. "And what about hospitality?" I enquired, thinking the team might welcome a cup of tea after a two hour journey.  Tom, however, had that covered. One of his local members ran a vending machine company, and he had arranged for him to bring an urn of boiling water to the car park. What they would plug it in to I didn't ask - but I suspect it will be all right on the night. If all else fails at least we can all have a nice hot wash before we leave.

We bade our farewells and headed back to the car. "And if any of your members would like to stay all day, we have a fund-raiser in the evening they might enjoy. It's BUNS, BANGERS and BINGO."

The re-selections have commenced !

One of the issues I hear most often (from Kent and beyond) is the lack of support some councillors give their Associations, often vanishing into the ether, except when they are up for re-election when they are first in line asking for help and support from others. 

I am pleased to say that in most of West Kent this isn't an issue. And the reason it isn't an issue is the Associations make it absolutely clear what is expected of councillors when they first become candidates. I am aware of one Association whose Officers and activists are highly critical about the lack of input and campaign support from councillors, but at each election they automatically re-select the poor performers without any discussion or sanction regarding their lack of support for the Association's wider political goals. I am afraid to say that they only have themselves to blame!

The original three West Kent Associations follow the CCHQ Mandatory Selection Procedures to the dot, including re-interviewing incumbents and assessing their performance against pre-defined KPIs. The tools for achieving this are all in the Mandatory Selection Rules; don't blame the councillors (or the Party) if your Association chooses not to use them!

For example, on the "Agreement to Stand" (an integral part of the CCHQ Application Form which all candidates must sign) includes the following two clear objectives.
"Councillors must play a full, active and constructive part in their local Association during the whole of their period of office, including campaigning, membership development, fundraising and political activities”.
 “They must cooperate fully with the campaign strategy for elections including giving mutual aid to other Conservative candidates when asked and, when themselves a candidate, complying with the requirements of the duly appointed Election Agent." 
It should really come as no surprise therefore when, as part of the re-approval process each applicants campaign and mutual aid record is taken into consideration. In fact, in addition to the standard CCHQ re-application form, Tonbridge & Malling are also asking candidates to complete the following form, reviewing how they responded to various (not unreasonable) mutual aid requests over their four year term.



Tonbridge & Malling are commencing their selection procedure for the all-out elections in 2015.
The draft timetable as follows:

30 May - 13 June: Incumbent councillors to re-apply
Late June / July: Interviews / re-approval of incumbent councillors
July: Interviews of new applicants (of which we have 15 on the books)
September / October: Open selections for all wards
Late October: completion of selection

With many more applicants than vacancies, it will be an interesting process. 

Summer raffle

Great team in yesterday who between them managed to pack and post five constituencies-worth of summer raffle tickets. Sadly, in these times of austerity, the sticky buns have been replaced with ginger snap biscuits.

He's a bit of a DILF

Much hilarity at West Kent Towers yesterday when one of out team of packers described one of our MPs as a DILF. 

"Do you know what that means..."  I asked, a bit wide-eyed with surprise. 

Oh yes! She said, announcing the words but giggling girlishly on the F. 

Don't worry - I shall spare everyone's blushes!

Oh joy. Deep, deep joy!


Let's be clear on this. The UKIP "Group" conists of TWO people. One of whom was elected three years ago and the other two years ago. It's more of a cult than a group. I suspect "meeting cancelled" means they have fallen out with each other (again).  

Or perhaps the small broom cupboard was already in use?

Kent Police and Crime Commissioner. They're not laughing now!

In 2012 Kent Conservatives, in an open a democratic process, selected Craig Mackinlay as their candidate for Police and Crime Commissioner. 

In his acceptance speech Craig said, 

"I would like to thank Conservative Party members for this honour. 
If elected I will bring a simplicity, transparency and honesty to the role. I will work to bring policing back to the community. I will work alongside the Chief Constable to ensure we no longer ignore people who report crime in order to reduce the crime statistics. And most importantly of all, I will work with communities which are blighted by crime and anti-social behaviour.  
Why do I want this job? Because I am from an area of North Kent which has too often been affected by crime. I live in Chatham Town Centre and see at first hand just how such behaviour affects people's lives, and as a magistrate on the North Kent Bench I see the cost of crime, both on individuals and communities.  I also represent a ward in central Chatham which has one of the highest crime rates in Kent, including drug abuse and prostitution.   
I believe in zero tolerance policing, but that is not enough. We need to work with local councils, agencies, health providers and support agencies to ensure once people are taken away from crime, they have the training, support and rehabilitation they need to become active and valued members of society again. Just as we have achieved on the streets of Chatham. 
Basically I am on the side of the silent majority. The silent majority who work hard, respect the rules and pay their fair share."

How the Kent "establishment" laughed. 

How could the Conservative Party have selected someone with such simple messages, and someone from Chatham to boot. Instead they backed Mrs Barnes.

They're not laughing now.
