If the boat is moored fixed point on the bank, and the river floods, the ropes can hold the boat low and the water can flood into the boat and sink it as the river level rises. Another issue is the floodwater can lift a boat off its mooring and when the water subsides, leave it grounded on the towpath or bank; http://s1.hubimg.com/u/3877260_f260.jpg - which happens a lot! The problem being a river bank is often not accessible for a crane to hoist it back into the water.
